You‘d better rely on the release notes - https://github.com/darktable-org/darktable/releases/tag/release-3.4.0 to be activated in a release the translation needs to have a decent coverage - 3.4 got a couple of tooltips so theres a lot of new stuff to be translated. You can support this: https://github.com/darktable-org/darktable/blob/master/doc/TRANSLATORS.md so maybe the 3.4.1 bugfix release will support dutch
