I mean neither, though yes, overpopulation is a main problem of the 3rd
world.

yes, it worked in the past. we can assume (though it's still an
assumption and by far not safe!) that it'll work in the future.

actually, I'm convinced that "help" is not what they need. contrary to
the impression you seem to have, I'm all for NOT screwing with people.
incidently, screwing with them was exactly what put most of the 3rd
world where they are today. africa, for example, had largely working
cultures, including a self-sustaining economy, before we europeans
screwed them over.
more drastically: I'm more than convinced that if we'd just let them
starve, the overpopulation problem would regulate itself. unfortunately,
false morality is a big business.
