edit conflicts are common on wikipedia, i'm afraid we're not used to
assuming that persistence implies validity

but the impact of the persistence -- when it shows power that used to
be classified as state-level -- that's meaningful. as citizens of the
world we need to figure out how to handle that to protect each other
and our information appropriately.
