I've updated the version of OpenSSL to 0.9.8j-2 for Cygwin 1.7. That's the same package as for the 1.5 series, just rebuilt under 1.7.
To update your installation, click on the "Install Cygwin now" link on the http://cygwin.com/ web page. This downloads setup.exe to your system.
