If you change system variables, you have to reboot, because services inherit their variables from the SCM, which only gets restarted when you reboot. However, there is no need for that. Did you try `cygrunsrv --help', or better, read /usr/share/doc/Cygwin/cygrunsrv.README lately? Look for the -e option.
