base-files has only started updating unmodified /etc/profile rather recently. If Angelo's /etc/profile comes from an earlier version of base-files, the upgrade won't do anything for him. Once a new /etc/profile is installed, it'll be kept up-to-date automatically (unless, of course, it's been modified, as Eric mentioned).
