What happened?
re-install ca-certificates
$ cygcheck -f /etc/pki/ca-trust/extracted/openssl/ca-bundle.trust.crt
ca-certificates-2024.2.69_v8.0.401-1
possibly without any Cygwin process running ;-)
Reinstalled the package. The file was created with the length of 0 bytes, as
packaged.
Then the script ran and populated all files in the
/etc/pki/ca-trust/extracted/ directory except the openssl one.

the file is 0 byte size in the tarball, and update-ca-trust does not touch
the openssl directory
$ update-ca-trust
$ ls -lrt /etc/pki/ca-trust/extracted/
total 5.0K
