You have apparently not understood what I said. The problem is not creating the package itself, much less who creates it. To reiterate, cpanm is inappropriate for packaging since it works around any system packaging (by design, not necessity) and there is nothing to be gained by having it as a system package instead of just pulling it from cpanmin.us or Github, which you can easily enough do already.
