This showed up as a difference between the binReport for the most recent
build of this 'ubcp' software:

Looking at the man page for col (Cygwin man page seems identical) it would
seem this is a useful utility:
col(1): filter reverse line feeds from input - Linux man page

So uh, why was this removed? Is this just a bug?
Evidently just a bug. In my build tree for the release there are object
files for the other text-utils programs but not col.o. How odd.
I'll investigate this and update util-linux in the coming days.
