/usr/bin/col.exe is apparently missing from the more recent version of the
'util-linux' package 'util-linux-2.40.2-1'

https://cygwin.com/cgi-bin2/package-cat.cgi?file=x86_64%2Futil-linux%2Futil-linux-2.39.3-2&grep=util-linux

This showed up as a difference between the binReport for the most recent
build of this 'ubcp' software:

The missing packages report for this newer build was just this:

Looking at the man page for col (Cygwin man page seems identical) it would
seem this is a useful utility:
col(1): filter reverse line feeds from input - Linux man page
<https://linux.die.net/man/1/col>

So uh, why was this removed? Is this just a bug?
