The only way is to download the package(s) from another client/server and
copy files in the Cygwin installation path.
If the last statement is true, the block is limited to certain systems.
If you have a business case for this, just ask your network security group to
allow this site, or have your manager do so if it is impeding your work,
otherwise you may have to download from home.
