I think it was probably an issue caused by a malformed executable in a

You could download and install Windows gnupg2 stable (2.4.5 current):

to check the Cygwin Setup program; and (example) mirror:

https://mirrors.kernel.org/sourceware/cygwin/x86_64/setup.ini.sig
to check compressed and decompressed setup data.
Unfortunately sha512.sum checksum files are no longer reliable, unless they have
a later time stamp than the other downloads, as they are updated asynchronously.
