You could download and install Windows gnupg2 stable (2.4.5 current):

        https://gnupg.org/ftp/gcrypt/gnupg/gnupg-2.4.5.tar.bz2
        https://gnupg.org/ftp/gcrypt/gnupg/gnupg-2.4.5.tar.bz2.sig
        https://gnupg.org/signature_key.asc

to check that download and install; and use that with:

        https://cygwin.com/setup-x86_64.exe
        https://cygwin.com/setup-x86_64.exe.sig
        https://cygwin.com/key/pubring.asc

to check the Cygwin Setup program; and (example) mirror:

        https://mirrors.kernel.org/sourceware/cygwin/x86_64/setup.xz
        https://mirrors.kernel.org/sourceware/cygwin/x86_64/setup.xz.sig
        https://mirrors.kernel.org/sourceware/cygwin/x86_64/setup.ini.sig

to check compressed and decompressed setup data.

Unfortunately sha512.sum checksum files are no longer reliable, unless they have a later time stamp than the other downloads, as they are updated asynchronously.
