So it's not the same thing as Cygwin, technically, it's more like a reverse Wine.
So you can get, allegedly, the full Linux userland out-of-the-box.
In theory yes, in practice only as far as they implemented the Linux Kernel API correctly (be it by mistake or deliberately).
