Wouldn't hurt in my opinion. IIRC, the biggest issue in the past has been to get DocBook working under Cygwin, so Linux has been a requirement to get the documentation generated, as a result. But things may have changed here.
I have a DocBook SGML/XML installation in Cygwin Ports which can build cygwin-doc (winsup/doc), cygwin-xfree-doc, and xorg-docs. If others will find this useful, I could ITP this in the near future.
