rxvt is probably what you are looking for. It is a stand-alone app and does not require X to be installed. It has its own package so you may have to install it via setup.exe.
Other alternatives are, for instance, installing sshd or inetd and using your favourite ssh/telnet client to connect to localhost or installing X and using one of the X terminals.
