Don't know the official answer but believe there are some
DLL conflicts still.

For those in a 'rush'
Python 2.2 compiles OTB but needs several DLL's rebased 
to run properly. < 2.2 passes all of the regression tests >

grep the Cygwin list on 'rebase' for details 
< compiling the socket module in statically by altering your 
  Modules / setup.local also works -- details can be gleaned 
  from a casual perusal of results from same search >
