This problem is in the domain of setup application, not the cygwin DLL.

setup (at least notionally) supports offline installs since forever (See [1]), although it could certainly use a bit of polish.

(Bundling setup + all the packages into a single download of many tens of gigabytes, which is what I think you are suggesting, seems like a non-starter to me)
