There are still some hack patches required to successfully run Cygwin under Wine, I believe the latest is https://gitlab.winehq.org/jhol/wine/-/commits/msys2-hacks-21 It is still buggy though, so if you were trying to run tests under it you wouldn't know if an issue was due to wine, cygwin, or the thing you were actually trying to run tests on.
