I meant license texts that are installed via LICENSE framework are
installed in the standard place.  In the past we firmly tried to patch
ports to not to install their own copies of GPL/etc.

I agree.  I also have one suggestion about it: change default value of
LICENSE_COMB to "multi" when more than one LICENSE is defined: right
now, explicit LICENSE_COMB set to "dual" or "multi" is required, which
is IMHO redundant in vast majority of cases.
