I've been under impression that IGNORE should be used when software in question builds, but fails to run properly for some reason. If it does not build, you should mark it BROKEN. If it's inherently broken (i.e., contains architechture-specific non-portable code) then NOT_FOR_ARCHS/ONLY_FOR_ARCHS should be used.
