Building on VMS currently requires having the lib/curl_config.h.in and
the configure because the tools to generate them are not yet working on
VMS and will not be in the near future.
Is there anyway to pull a git branch with those files in them so that
the VMS developers do not have to pull down the entire daily snapshot?
