Not a stupid question at all: the logical explanation for IE not reading
the % is: it is IE. ;-)
More specific: it is only occuring in IE if {visibility: hidden;} is
used to hide the foreground img if the img is not pointed by hovering
over it. - Not in other cases!
I notice your "half css-hover construction" doesn't use a (not-shifted)
background img for the normal state.
On the other hand, if a "complete css-hover construction" is applied,
with the img as a background img for the normale state too, and without
{visibility: hidden;}, IE is performing as expected: also in %. :-)
Then the foreground-img in the html can be missed.
If a foreground-img is wanted too (to show in case css is turned off),
it can be done with {margin-left: -9999px;}: then also out of screen if
css is turned on, and no problems in IE.
In this alternative the background img is already downloaded for the
normal state, and only has to shift it's background-position at hovering.

More choices: maybe the styled <p>'s for the image collection can be
changed in a beautiful styled list. - Also (while it is fixed width) a 1
image alternative can be used (bit faster in downloading), like this
