CSS 2 is the most recent (finished) version of CSS.

2.1 is currently a working draft.

3 is currently a large collection of different modules at different
stanges in development, but only four seem to have reached Candidate
Recomendation status (which I believe means "We think it is ready, but
we need a couple of browsers to support it and test it before we
finalise it").

So currently it makes sense for CSS 2 to be the default profile.
