I say "[I am] not sure what else I can offer you" in my previous response because working with CSS and popup menus (speaking from experience) is a bitch (esp. when javascript is involved). An alternative would be to feed netscape something watered-down... you know, like a menu that has all of the popups expanded, or an alternative layout that is not as complex and coded in a way that is not problematic. Attacking your problem in this way may save you a ton of headaches.
