you should most probably explore the possibility of using:  
net.ipv4.ip_nonlocal_bind=1
in /etc/sysctl.conf, which allows of binding services to ports/ip addresses 
that are not
yet allocated on the server. this should mitigate the issue  

remember to do: sudo sysctl -p /etc/sysctl.conf after adding the line to the 
sysctl.conf file.
