Ics, I wish I could say we were seeing the same behavior, but our servers remain unconnectable until they enter/exit hibernation or restart. Restarting the servers manually is not feasible for us when there's 20+ servers to manage, hence the question regarding automation (through some sort of event or something).

The servers will try asynchronously connect back to Steam on random intervals (TF2 atleast) and it seems CSGO servers do the same thing. Yesterday folks were getting the error "Failed to join session. Session is full" even though the server had slots free. So steam "lobby" went down and no one was able to connect in during steam was down. It seems to have balanced itself later on.
