I looked at the TECSEC stuff a while back, it combines smart cards and RBAC 
(which the USG seems keen for) with full key recovery (which, I guess, parts 
of the USG are keen for) and proprietary algorithms (they're rather vague on 
this, hinting at DES and 3DES without ever really committing to it and at one 
point claiming they'd exported something with some odd key size which 
corresponds to no known cipher).  It didn't strike me as the usual snake oil, 
but it's not something I'd rush out and get either.
