We already fully understand the problem and know exactly what the
resolution is - I have described it in detail directly below.  If you
visit the two links I gave and re-read what I wrote, it should become
very obvious to you too (and if not, please let me know which bit
isn't clear, so I can clarify).

Once again, this is NOT a git-related issue, or even a github ACL
issue.  It's an issue with the way github repo networks are built.
