It shouldn't be at all confusing - this is precisely why we started
moving the docs into the code repo, so that whichever branch you're
on, the docs you get match the code you are using.  It's also why we
decided to leave information not specific to a particular release
(e.g. details about meetings, IRC etc.) in the wiki.

Very good question!  I used to do quite a lot, until I had to stop
working on Crowbar 2.0.  I can't speak for anyone else, but I would
guess that the main reason is that it gets given a substantially lower
priority than anything else - and IMHO that's our single biggest
mistake as a project.
