If you're about to install a new build env, or building with internet wide downloads, keep reading. Otherwise it's safe to ignore.
The latest version of RubyGems (2.0.3) has a bunch of breaking changes, some break bundler, others break chef - lots of fun to be had. The last safe version on the 1.8 train is 1.8.25. To get it: gem update --system 1.8.25 more details here: http://blog.rubygems.org/2013/02/24/2.0.0-released.html
