I have been thinking about this for the last several days, and I think we 
should be doing this relaxation consistently everywhere. Honestly, I don't 
expect the all distro issues to be fixed/deployed in the field before JDK 25 GA 
and 25.0.1, so if we do this relaxation specifically for update releases, we 
would have to re-do it for JDK 25u.

Doing this in mainline also keeps history a bit cleaner, but this is a minor 
benefit.
