Re-opening this PR after some insightful comments, which resulted in a re-design. Now ready for review. Now showing ~1.6x performance gain on original StringIndexOf benchmark. I added a benchmark (StringIndexOfHuge) that measures performance on large-ish strings (e.g., 34-byte substring within a 2052-byte string). This benchmark performed on average ~14x original.
