It is always treated as an internal name when it is without a `[` prefix. if
class `I` in the unnamed package is stored in a `CONSTANT_Class_info`, then it
is class(utf8("I")) in the constant pool, or `LI;` as a descriptor. I will add
an API note informing users not to pass non-CONSTANT_Class_info strings into
this factory.
