Well, I'll just second the suggestion. Unfortunately, the "reasonable
number of seconds" would probably have to be low, just so it doesn't
increase the game durations to unreasonable levels.

I like the idea too.
If one player delays the "PASS" it is only to the advantage of the
other player as he as more time to "ponder".
You could also limit the effects by adding 2 sconds (instead of 0.25)
for a PASS move.
