This just happened to me (i remember why i upgraded to 15 now) I needed to roll back as some programs that i need have not yet caught up. All the same the bug is as described. Can move between programs workspaces so long as you do not grab the title bar.
Freeze occurs only freeing up after eventual crash forcing to log back in.
