This is a sub-task of HADOOP-18518 to upgrade zk&curator on 3.3 branches.
It is a clean cherry pick from [https://github.com/apache/hadoop/pull/4812]
which solved the deprecation of EnsurePath in new Curator. Note, as this change
contained a bug, fixed by [https://github.com/apache/hadoop/pull/4885] , we
thus need to cherry pick this bug fix PR as well.
