This is a sub-task of HADOOP-18518 to upgrade zk&curator on 3.3 branches.
It contains clean cherry pick from [https://github.com/apache/hadoop/pull/3266]
which solved the deprecation of PathChildrenCache/TreeCache in new ZK.
Also clean cherry pick from https://issues.apache.org/jira/browse/HDFS-15383
because PR-3266 is based on this earlier change, specifically
isTokenWatcherEnabled was introduced in
