Noting that #12443 has been approved (thanks @hutiefang76 and @DanielLeens). To avoid two competing config conversions, I will hold further config-loading changes here until #12443 lands: - once it is merged, I will sync `dev` and drop `0c43f10dd` (the `ConfigBuilder.of(Map)` commit) from this PR, then rebase; - the JDBC feature and the primary-key validation stay in this PR unchanged; - the REST-shaped regression (`map -> RestUtil.buildConfig -> ConfigShadeUtils.decryptConfig`) and the `toConfig()` assertions will be rebased on top of #12443's contract, so they pin the final behaviour instead of a competing one.
