Pushed merge commit `736fff4efa0` (current `dev` into this branch) so the PR is no longer conflicting. `dev` split `SeaTunnelServerStarter.createHazelcastInstance` into a delegating overload with a `ResourceManagerFactory` parameter; this PR's `configureFinishedJobMonitoringOutbox(seaTunnelConfig)` call now sits at the top of the new 3-argument overload, so every member creation path still bounds the outbox queue. The `JettyService` conflict was only the new `LoggersServlet` import/registration next to this PR's servlet; both are kept.
