Classification: A / Zeta savepoint coordinator lock and terminal-state handling. Closing #12493 in favor of #12511 is the correct consolidation: the latter is the single implementation path for the unlocked in-flight-checkpoint drain, the cut-short-drain shutdown mapping, and the SubPlan restore re-check. Please do not reopen or continue a competing drain PR. This is not complete in `dev`: #12511 is open and its Build is currently failing. The implementation remains blocked until the failing Build is resolved or independently shown unrelated, the branch is current with `dev`, and the savepoint regressions prove the lock release, shutdown classification, and failure-during-restore behavior together.
