Okay so this should represent a bit more serious effort to create a complete pantheon of ChangePoints/ChangePointGroup/ChangePoint/Candidate/Stats classes and with better test coverage too. On the todo side I still need to add the typing info to many functions, possibly some also need a docstring or :param: type info.
