Review Comment:
   In getInstantsToRollback, we first call this function and then the 
subsequent call to getInstantsToRollbackForLazyCleanPolicy will filter out 
instants with an active heartbeat. Because 
getInstantsToRollbackForLazyCleanPolicy already takes care of this heartbeat 
check I decided to avoid doing a heartbeat check + timeline reload again 
beforehand in isClusteringInstantEligibleForRollback
