Review Comment:
   I thought it might be safer to use and easier to maintain logic if we 
blanket disallow streaming writes in this case, since 
`metadataWriteConcurrencyMode.supportsMultiWriter()` should anyway only happen 
if the metadata writer is being created by a concurrent table service platform.
