### What changes were proposed in this pull request? Mirror `DynamicIcebergConfigProvider`'s `CatalogFetcher` split for the **reverse** direction (metalake → IRC): - `InternalCatalogWrapperFetcher` — aux IRC in the same JVM (like `InternalCatalogFetcher`) - `LocalCatalogWrapperFetcher` — lakehouse self-load (like the non-aux path) `IcebergRESTServerContext.create` binds the aux lookup when `auxMode` (same lifecycle as that context). Lakehouse `IcebergCatalogOperations.initialize` uses `IcebergCatalogWrapperFetcher.create().load(...)`. ### Why are the changes needed? IRC → metalake already has in-process `InternalCatalogFetcher` in aux mode. Metalake → embedded IRC still built a second backend or HTTP-looped to local IRC. This adds the symmetric Internal path so jdbc/hive/rest lakehouse catalogs reuse `IcebergCatalogWrapperManager`. IRC1→IRC2 remains HTTP/oauth. Fixes #14298 Supersedes closed #14299 (that PR started from an `IcebergAuxCatalogBridge` design and was reworked in place). ### Does this PR introduce _any_ user-facing change? No new config keys.
