   ### What changes were proposed in this pull request?

This PR addresses issue #13733 by removing TreeLock-based synchronization
from external-catalog entity operations and the catalog drop lifecycle. It
introduces identity/version fencing, transactional lifecycle checks, cache
publication race protection, and concurrency regression tests.

   ### Why are the changes needed?

The issue depends on addressing the parent issue's underlying concurrency
and synchronization concerns. Rather than creating a separate issue-specific
discussion that could fragment the work, I have opened this PR directly against
the parent issue so the proposed changes, implementation details, and test
results can be reviewed in the same context.

This approach keeps the implementation and discussion connected to the
original issue and makes it easier to track progress toward resolving it.

   Fix: #13733

   ### Does this PR introduce any user-facing change?

No intentional user-facing API changes. The changes focus on internal
synchronization, metadata consistency, cache behavior, and concurrency
correctness.

   ### How was this patch tested?

The relevant lifecycle, multi-node concurrency, identity-fencing,
dispatcher, and memory-store tests passed locally. The `:core:spotlessCheck`
task and Git whitespace checks also passed.
