Integrated #13571 at baf49af650 in d5d337d13 and resolved the merge conflicts. This PR now depends on that branch, as requested. Ossie import/export have the same create/load authorization as native operations, and REST import shares native source validation. The PR description identifies the dependency. All 627 server tests and 90 focused core Semantic Model/Ossie tests passed, along with formatting and server Javadoc.
