Review Comment:
   > My point is to make the policy creation success, like what we do for tag 
association.
   
   It should align with `createXxxWithTag`, which we do not support yet.
   
   Perhaps we can first retain the original policy creation method, and add the 
method with templates later when the requirements are clearer?
