* started to remove some more enforcer stuff - so a lot of updates: notable
things:
* there is a `2.20` jackson-annotation package; the jackson `2.20.1`

* a `QTest` OOM-ed while running the PR....based on the jstack+oom details
* there were lots of `qtp` threads => set some less aggressive policy
* there were 69 suppliers in the cache => made the supplier cache utilize
LRU and set a 32 limit
* also added some jcmd to capture some birds-eye view mem details during ci
runs
