   ### Backport validation on branch-4.2

   Base: `9ffd818bec3` (branch-4.2) plus this pick. Release build, clang 20.1.7
(`ldb_toolchain_v0.25`), ccache enabled.

   **Full BE build**

   `./build.sh --be -j 64`: succeeded (`Successfully build Doris`),
`output/be/lib/doris_be` produced, zero compiler warnings and zero compiler
errors. This covers the `TimeType`-typed `VecDateTimeValue` APIs across the
branch-4.2 code base.

   **Targeted BE unit tests**

   `ninja -j 128 doris_be_test` then `run-be-ut.sh --run --filter=...`:

   ```
   [==========] 6 tests from 4 test suites ran. (8 ms total)
   [  PASSED  ] 6 tests.
   ```

   | Test | Result |
   | --- | --- |
   | `VDateTimeValueTest.LegacyDefaultsHaveValidTimeTypes` | PASS |
   | `DataTypeInsertDefaultTest.AllTypeFamilies` | PASS |
   | `ColumnVectorTest.insert_default` | PASS |
   | `ColumnVectorTest.insert_many_defaults` | PASS |
   | `RuntimeFilterWrapperTest.TestInAssign` | PASS |
   | `RuntimeFilterWrapperTest.TestMinMaxAssign` | PASS |

   **Backport delta check**

   For the 7 files that apply, the branch-4.2 diff is byte-identical to the
change on master (only hunk line numbers differ). `git diff --check` is clean
and clang-format 16 passes on all changed files.

   **Not covered here**

   The full BE unit test suite and the regression suite were not run locally.
The runtime filter partition pruner test is intentionally absent, as that test
does not exist on branch-4.2.
