### What problem does this PR solve?

Problem Summary: The comment workflow runs from `master` and currently
rejects `skip buildall` from `yiguolei` (GitHub user ID `9208457`) for PRs
targeting `branch-4.2`. Add an exact `branch-4.2` authorization rule on
`master` without changing permissions for other users or branches.

`9208457` on `branch-4.2` (allowed), `branch-4.1` and `branch-4.0` (still
allowed), `prefix-branch-4.2` (denied), and another user on `branch-4.2`
(denied). Ran `actionlint -ignore SC2034` and `git diff --check`.
